Sheff Wed Deals with Major Issues, Declares Football Regulator

'We are going to be a part of football's future' - independent football regulator the new chairman

The Championship club's persistent issues represent a a "major concern" and the new football authority is looking to gain the ability to look into club affairs in similar circumstances, its new chair the official has declared.

During an extensive discussion, Kogan, who was named to the position this week, expressed "sympathy" towards supporters of the Owls.

Kogan met with four supporter groups connected to the Championship side recently.

The football club have been facing challenges both on and off the pitch in the current year, with the club failing to pay players on time on several different times, including in September.

"Evidently Wednesday represents a serious issue for football authorities and a major challenge for the sport," the regulator explained.

"Sheffield Wednesday is one of the historic institutions for English football and in recent days we have met supporters' organizations.

"Our aim is to acquire the ability... which will allow us to have Wednesday and comparable cases brought to our attention if they require examination and addressed."

Financial Struggles and Ownership Situation

Wednesday's embattled owner Dejphon Chansiri stated during the off-season he would be prepared to relinquish control at the stadium, but he has been unable to finalize an agreement with interested parties.

Missed wage deadlines on time in spring months resulted in restrictions being imposed by the football authorities in summer, preventing the club from carrying out any player acquisitions for the next three transfer windows, although the ban was rescinded in August.

Official's Viewpoint

Kogan said: "The job [of the regulator] is there for the supporters of Wednesday, Bury or any football club where supporters are loyal to a local institution that has been part of their lives in multiple situations.

"I completely understand the team's plight, as I do for each organization that since 1992 have gone to the wall, or been close to going to the wall, for factors unrelated to the fans themselves."

Questioned about whether the oversight body could require an chairman to relinquish a club if they are deemed unsuitable, the regulator answered: "When asking whether 'would we intervene in the final instance?', the answer is once we collect the information and comprehend the circumstances, we will."

But Kogan stressed that requiring chairmen to relinquish clubs would be viewed as the ultimate measure and the regulator would prefer to cooperate with proprietors.

"The last thing what we want to do is begin intervening in an specific team, an specific proprietor, without being in a position to cooperate with that owner to try and resolve the challenges confronting the team and the chairman's encountering," the chairman stated.

"However, realistically, when you examine the past of the game, over the past few decades there have been certain proprietors, few in number, but some who have been irresponsible in the way which they've been managing their clubs and ultimately refuse to accept accountability for the long-term prospects."

'Mistakes could erase significant advances'

The regulator engaged officials from numerous teams to detail the scope of the authority recently and maintained it represented a "forward-thinking discussion" with a "substantial involvement" from the grassroots to elite level.

"The role holds considerable importance, because if we get it wrong, if the football community fails, the extraordinary progress that's been made necessary will vanish incredibly quickly," Kogan said.

"This represents everyone's worst fear in the context of the English game is a major achievement - we've got to keep it going.

"There's an enormous amount of money flowing into the game and has come into football for the past two decades, because certainty is lacking it will persist in entering the game, which is among the factors explaining I think we have to maintain a focused outlook on potential dangers and naturally, of the coming seasons."

Premier League Concerns

Elite division representatives objected to the establishment of an oversight body because of apprehensions regarding adverse consequences on the top-flight's competitiveness, but the regulator stated: "I'm absolutely committed to the achievement and development as an financial organization of the Premier League.

"Being fully aware of the apprehension regarding damaging the Premier League as a premium product of the nation. But simultaneously, if you consult with top flight officials after the recent gathering, they would have had a significant degree of comfort -and, in fact, they have been advising us privately they have a significant confidence."

Ideological Links

Kogan is still facing a "thorough examination" by the Commissioner for Public Appointments after he acknowledged providing funds to the Labour Party in the past.

The official provided financial support for government minister Lisa Nandy's leadership campaign, along with that of the current Prime Minister.

"I have fully disclosed my past party membership [with Labour], and that ideological connection terminated the day the select committee approved my appointment," the regulator explained.

"I am presently disconnected from any type of partisan engagement."
