The pace bowler has claimed 309 wickets in 71 five-day games with an average of 22.10.
Australia's chair of selectors the selector has stated that skipper Cummins will be a central figure in this winter's England-Australia contest.
Speculation had been growing that the 32-year-old might miss the series due to a stress fracture in his back that was still troubling him.
Previous updates from team management suggested no final decision had been made regarding Cummins' participation, with the five-Test series kicking off on the 21st of November in Western Australia.
The selector shared that his recovery is on track and was "optimistic" about his chances of participating.
"We know that the window is narrowing and there are permutations around that, aside from the physical problem, but other factors as well," Bailey remarked.
"It's positive. There's strong faith that he'll participate in a significant role. Hopefully from the opening match. If not, we'll reassess."
Past Concerns
Cummins was ruled out the white-ball matches against both Asian and Trans-Tasman rivals recently after medical tests showed a lumbar bone stress.
There is a track record of recurring issues, with recurrences in multiple past seasons causing him to miss several home seasons in a limited period.
Cummins stated he would be bold in recovery efforts in his comeback strategy to make the squad for the series.
Bailey noted that it was unclear if Cummins had begun bowling as part of his rehabilitation but conceded it was "becoming urgent" for him to be fit for the opener.
Alternative Arrangements
If he's unavailable, ex-skipper Smith will take over the captaincy.
Versatile player Green was excluded lately from the ODI lineup for their one-day international series against the subcontinent side as a precautionary measure because of discomfort in his torso.
The selector characterized it as a "small issue and confirmed that he's scheduled to appear in the domestic first-class competition, so will be "ideally positioned to resume bowling."
"Extensive planning has gone into creating the schedule for him to take part for the initial game as an dual-role player," Bailey explained.
"His involvement was limited to the starting games in any case. His aggressive style the cricket bat in white-ball cricket, should it hinder progress for a short period, we just made the decision to adopt a safer strategy."
